今天jīntiān不bú下雨xiàyǔ，天气tiānqì很hěn好hǎo。

Today it isn't raining, and the weather is lovely.

Time words before the verb

Chinese verbs do not change for tense. Time words like 昨天 / 今天 / 明天 at the start of the sentence tell you when: 昨天下雨。明天我不去学校。

明天我不去学校。 — Tomorrow I won't go to school.

Tone change of 不 (bù → bú)

不 is normally bù, but before a 4th-tone syllable it becomes bú: 不去 (bú qù), 不下雨 (bú xiàyǔ).

我不去学校。 — I am not going to school.
