To ask who someone is, put 谁 (who) right where the answer would be — the word order does not change.
这个人是谁？ — Who is this person?
的 for possession
的 links a person to what belongs to them, including family and friends.
他是我的朋友。 — He is my friend.
都 (all / both)
都 goes before the verb to say the whole group does or is something.
他们都是我的好朋友。 — They are both my good friends.
